What is IPPC?

Integrated Pollution Prevention and Control (IPPC) is a system following the European Community Directive (96/91) on integrated pollution prevention which aims to minimise the environmental impacts of a range of industries.

In the UK the requirements of the EC Directive are being implemented under a new system called Pollution Prevention Control (PPC). PPC will take over from the existing IPC (Integrated Pollution Control) system already in place, as such the new PPC regime will replace the existing legislation under Part 1 of the Environment Protection Act 1990. IPPC is being introduced on a sector-by-sector basis with the whole regime in place in 2007.

The main aim of IPPC is to achieve a high level of protection of the environment taken as a whole by, in particular, preventing or, where that is not practicable, reducing emissions into the air, water and land.

IPPC uses a system with similarities to IPC but with a much wider view of integrated permitting or authorisation. The LAPC regime (which previously regulated air emissions) will be replaced by Local Air Pollution Prevention and Control (LAPPC) which is similar to IPPC in procedures but will still regulate emissions to air only. IPPC and LAPPC will both fall under the same regulatory framework of PPC.
