What Does IPPC Cover?

IPPC is aimed at specific facilities and operations, which are deemed to be polluting or have a potential to pollute. In summary these have been defined as:

  • Combustion
  • Gasification, liquefaction and refining
  • Ferrous metals manufacture
  • Non-ferrous metals manufacture
  • Surface treatment of metals and plastic materials
  • Cement and lime manufacture
  • Asbestos activities
  • Glass and glass fibre activities
  • Other mineral fibres activities
  • Ceramics activities
  • Organic chemical manufacture
  • Inorganic chemicals manufacture
  • Chemical fertiliser manufacture
  • Plant health products and biocides activities
  • Pharmaceuticals manufacture
  • Explosives manufacture
  • Activities using carbon disulphide or ammonia
  • Disposal of waste by incineration
  • Disposal of waste by landfill
  • Disposal of waste other than by incineration or landfill
  • Recovery of waste
  • Production of fuel from waste
  • Paper, pulp and board manufacture
  • Carbon activities, tar and bitumen manufacture
  • Coating, printing and textile treatment
  • Timber activities
  • Treatment of animal and vegetable matter and food industries
  • Intensive farming

The activities covered by IPPC represent a much wider spectrum of industrial activity than that regulated by the old IPC regime.

In addition to the expansion in regulated industries under IPPC, the new regime also expands on the range of environmental impacts regulated. These now include:

  • Waste production through waste avoidance or minimisation
  • Use of fossil fuels through energy efficiency
  • Pollution incidents through accident avoidance
  • Nuisance through minimisation of noise
  • Nuisance through minimisation of heat and vibrations
  • Land pollution through any site remediation required after closure

Please note that if you are subject to IPPC then you will be eligible for a discount in the rate of Climate Change Levy Tax provided that you have entered into an agreement through your Trade Association (Sector Association) called a CCLA (Climate Change Levy Agreement).
