Skills for a Low Carbon and Resource Efficient Economy

A wide ranging high-level review of the current and relevant evidence relating to the skills implications of the transition to a low carbon and resource efficient economy (LCREE).
In the light of the evidence of a latent demand for the skills needed for a Low Carbon Resource Efficient Economy (LCREE) – where demand is not articulated by employers, resulting in the "demand led" skills delivery framework struggling to anticipate and respond to demand - Defra (Deptartment for Environment, Food and Rural Affairs) commissioned Pro Enviro to undertake a wide ranging high level review of the current and relevant evidence relating to skills implications for the transition to LCREE.
This was the first attempt to bring together the recent research and stakeholder views on skills for LCREE. The specific objectives were: to develop an overview of the generic and specific skills requirements for a low carbon and resource efficient economy (LCREE); to develop an overview of a wide range of stakeholders understanding and awareness, as well as the demand for, generic and specific skills requirements for a LCREE; and to identify gaps in the evidence and recommend priority areas for future research which will move the LCREE agenda forward.
Our review of the evidence and current understanding revealed the evidence base on LCREE skills was weak, and uncovered a range of both generic (cross-sector) and sector specific skills which had to be identified as priorities for a successful transition to a LCREE.
We delivered a high-level LCREE 'skills checklist' as part of a final report - the first attempt to articulate these skills sets.
