Energy providers have been criticised by the Green Party for failing in their responsibilities to consumers.
The attack came after the Times reported that energy firm Npower had sent out 12 million environmentally-friendly light bulbs to Britons over Christmas, despite a warning from the government that they were not likely to be used.
According to the newspaper, the products were distributed as part of Npower's "legal obligation" to cut carbon emissions but the German-owned firm could have met its green targets through alternative energy-efficient solutions such as home insulation.
The Green Party said that such "dodges" are "inexcusable" and called on energy firms to be more transparent.
A spokesman for the party told the BBC: "It's time energy companies really started taking their responsibilities seriously."
He added: "Energy companies are in a very special position in that they can make a huge difference."
