Assisting the collection of recycling from flats

As part of its Recycle Week activities, the Waste and Resources Action Programme (WRAP) has launched new guidance aimed at assisting local authorities to select the most suitable option for collecting recyclable materials from flats.

The guide, the first of its kind, covers all aspects of recycling and collection, including food waste.

By reading the guidance, local authority officers will be better prepared to implement and maintain recycling and food waste collection systems from flats. This is of great importance, as from December 2010, the Household Waste and Recycling Act 2003 will require all local authorities to collect at least two materials for recycling from all households, flats included.

WRAP has developed the guidance in close co-operation with a number of local authorities. A number of authorities have tested it, including Preston City Council and have found it useful.

Previously, flats have presented a problem as far as the collection of recyclables is concerned. The new guidance points out the complexities involved and provides advice as to how these difficulties can be overcome.

One problem, for example, can be the large number of groups involved, such as residents, managing agents, housing associations and caretakers. The guidance stresses the importance of building good relationships with all of these stakeholders and incorporating them in the process.
