Defra consults on regulation of industrial plant

The Department for Environment, Food and Rural Affairs (Defra) is seeking comment on its proposed increase in the fees and charges for the Local Authority Pollution Prevention and Control (LAPPC) and Local Authority Integrated Pollution Prevention and Control (LA-IPPC) regimes for 2009/10.

The consultation concerns England only. The Welsh Assembly Government will be consulting on these fees and charges separately.

The levying of appropriate fees and charges is provided for under the Environmental Permitting Regulations 2007. They may be set at levels that will enable local authorities to recover the costs of their regulatory activities under the LAPPC and LA-IPPC regimes.

The consultation package consists of a letter to consultees, the main consultation document which incorporates an annual review assessment, and a number of annexes. The annexes include a summary of research and consultation, a draft risk method for reduced-fee activities (mobile plant and gas odorisers), a list of the proposed charges for 2009/10, details of the current charges and a spreadsheet which compares the accounting survey and statistical survey results.

The deadline for comments and responses is 19 December 2008.
