Health limits for major pollutants are not being breached around the Rugby Cement works, a new study says.
The report, published by Rugby Borough Council, concluded that dust emissions do not exceed the government's air quality standards.
But increased levels of dust were discovered around the plant.
People living nearby say they are not convinced by the report and have commissioned independent experts to get a second opinion.
Lillian Pallikouropolis, from the campaign group Rugby in Plume, said she is awaiting the results in the next couple of days.
The council said continued improvements are needed in conjunction with Rugby Cement and the Environment Agency.
An air quality management area was declared for Dunchurch and the town centre because of traffic pollution.
