
Most rivers, lakes, estuaries and coasts in England and Wales are unlikely to meet new EU regulations on water quality, conservationists say.
The Royal Society for the Protection of Birds says it could cost billions of pounds to achieve the EU targets set out in the Water Framework Directive.
It based its comments on water quality research from the Environment Agency.
The directive comes into force in 2015 but there is concern about a lack of investment to meet the targets.
