Review of resource efficiency under IPPC regime

July 20, 2004

The Environment Agency has published a new report on the integrated pollution prevention and control (IPPC) regime and its effect on companies’ resource efficiency which claims that the system has helped companies to save money.

The report is based on a brief study conducted by the Agency on a sample of companies that have been regulated under IPPC to date. The aim of the study was to:

  • establish baseline information on how companies are looking at resource efficiency against which to measure future progress

  • assess the evidence that exists (within permit applications and other data the Agency gathers) of improvements that companies have made in resource efficiency and the likely drivers for these improvements

  • identify priority industry sectors and new measures that the Agency could put in place in order to improve how it implements pollution prevention and control with respect to resource efficiency in the future.

The Agency says the study confirms that improvements in resource efficiency have been made and makes a number of detailed recommendations for the Agency and for business on how resource efficiency improvements can be further encouraged and supported through the implementation of IPPC.

It also makes some observations on the limitations of the data the Agency currently collects.

The Agency says it will now consider how best to take forward these recommendations in consultation with industry.
