
As the International Whaling Commission (IWC) experiences deadlock between countries for and against the resumption of commmercial whaling, Japan is making plans to establish a new pro-whaling alliance.
Japan, Norway and Iceland want the IWC's commercial whaling moratorium lifted. The IWC has to date failed to establish scientifically sustainable quotas despite pressure from the three pro-whaling countries for permission to make small annual catches from certain species. However, other IWC member countries oppose this course of action.
